Unlike last year, Google this time has made Android P beta version available for third party partners as well besides their own Pixel Smartphone's. You can simply enroll for Android for Android P Developer from their official https:// developer.android.com/. However not all Smartphone brands can enjoy this benefit, the only ones which have opted for this benefit are:

But it doesn't mean that rest of the Smartphone's will not get Android P, the compatible ones will start receiving the update as soon as it is out of beta mode and the availability also depends upon you Smartphone brand. But it is for sure guaranteed that majority of the Smartphone's which came factory installed with Android Nougat or Oreo are set to recieve Android P.
